Property tax bills are due semi-annually (twice a year) or quarterly (four times a year), depending on the assessed or actual assessed value of the property.

If your property's assessed value goes over $250,000 you may receive a notice from DOF informing you that you will be billed semi-annually instead of quarterly.

Due Date on Weekend or Holiday

If the payment due date or grace period due date (for quarterly payers) falls on a weekend or a federal holiday, the payment is due the next business day.

Grace Period

If you pay quarterly, you get a 15-day, interest-free grace period. You won’t be charged interest for payments postmarked as late as July 15, October 15, January 15, or April 15.

If the date falls on a weekend or City holiday, it’s due by the following business day.

Early Payments

If you pay before the due date, you’ll get a discount. For quarterly payers, the earlier you pay, the bigger your discount.

If you pay by:

  • July 15: 0.5% discount for paying the full amount due
  • October 15: 0.25% discount for paying the remaining balance
  • January 15: 0.125% discount for paying the remaining balance

If you pay semi-annually and pay the entire amount owed for the tax year by July 1, you’ll get a 0.5% discount.

Late Payments

A payment is considered late if it isn’t paid or if a mailed payment isn’t postmarked by the due date or grace period due date (quarterly payers only). The Department of Finance is required by law to charge interest on the outstanding amount of property tax until it’s paid, even if you didn’t get a bill.

The interest rates charged for late payments are set annually by the City Council. Interest is charged starting from the due date and compounds daily, so the later you make the payment, the more interest you’ll owe.

Interest Rates

As of 7/1/2021:

  • Property with an assessed value of $250,000 or less: 3%
  • Property with an assessed value between $250,000 and $450,000: 6%
  • Property with an assessed value over $450,000: 13%

If you are a property owner with unpaid New York City property taxes and you were impacted by COVID-19, the Property Tax Interest Abatement Program may be able to help.

The Department of Finance will reduce or completely waive up to six months of late payment interest charges on property tax payments due July 1 or October 1, 2021.

To have your interest waived or reduced, you must submit an application by November 30, 2021.

Properties Billed Quarterly

You may be eligible for an interest wavier if you are billed quarterly for your property taxes and:

  • You use this property as your primary residence.
  • You earn less than $150,000 per year.
  • You or another household member has been adversely affected by COVID-19.

Cooperative buildings are eligible if the assessed value of their property averages less than $250,000 per unit and if 30% of shareholders have been adversely affected by COVID-19.

How to Apply

You must submit your interest waiver application by November 30, 2021. If you are eligible, interest on your late property tax payments will be waived for the quarter(s) for which you are applying. You must pay by December 31, 2021 to avoid interest charges that cannot be waived.

Properties Billed Semi-Annually

You may be eligible for an interest reduction if you are billed semi-annually for your property taxes and:

  • Your property is a tax class 2 or 4 building with an assessed value of less than $1 million.
  • The property owner’s income dropped by at least 50% for any six-month period during the pandemic—or—the property has no more than 50 residential units and the owner’s income dropped by at least 25% for any six-month period during the pandemic and all other eligibility criteria are met.

Your interest rate reduction will depend upon your property’s assessed value:

How to Apply

You must submit your interest reduction application by November 30, 2021. If you are eligible, your interest will be reduced for the period from July 1 through December 31. You must pay by December 31, 2021, to avoid interest charges that cannot be reduced.

You can apply in person at any DOF Business Center.

You can sign up to pay your property tax bill monthly through auto-payment. You will be paying your upcoming property taxes in advance of their due date. Once you enroll, your payments will start on the first day of the following month. For example, if you sign up in January, the first payment would be made on February 1.

All tax classes and quarterly and semi-annual payers will be able to choose the monthly payment option.

To be eligible for monthly advance payments, you must be up to date with payments. Past due taxes will not be included in these payments. You must pay past due taxes separately.
If your property taxes are paid through your bank or mortgage servicer you are not eligible to sign up for monthly advance.

Payment Amounts

Depending upon registration, your monthly bills will be approximately 1/3 of the amount due quarterly, if you have 3 months remaining to pay your upcoming taxes due. Your monthly bills will be approximately 1/6 of the amount due semi-annually, if you have 6 months remaining to pay your upcoming taxes due.

January and July bills will be prorated to account for any changes to your taxes as a result of the annual reassessment of your property value or changes to the tax rates. If you register in the middle of a billing cycle, the withdrawals for the first months will be prorated to reflect for the total amount owed that cycle.

If you register for monthly advance payments less than 1 month before your next property tax bill is due, the first withdrawal will be for the entire amount of the bill.

Withdrawal Dates

Monthly Advance Payments must be made using auto pay and are withdrawn on the 1st of every month. Withdrawals will begin the month after you register. Registration takes 24 hours. You will receive a monthly electronic statement and get an email receipt when the withdrawal has been completed.

If you are already registered with auto pay, you will need to login and change to the monthly advance payment option.

Auto Pay with DOF Withdrawal

You can set up automatic payment of your property taxes from your bank account by allowing DOF to automatically withdraw the amounts due from your savings or checking account every property tax payment period.

You can only use a bank account; you cannot use a credit or debit card.

DOF must receive your completed application at least 7 days before your property taxes are due for those taxes to be paid automatically.

DOF will withdraw the funds on the date the taxes are due. It may take 2 to 3 business days for the withdrawal to post to your property tax account.

Payment Methods

You can pay online using:

  • Credit card (Visa, MasterCard, American Express, Discover, or foreign cards with CVVs)
  • Debit card (Visa or MasterCard logo)
  • Pre-paid or gift card (Visa, MasterCard, American Express, Discover logo)
  • Electronic check

A 2% service fee is added for credit, debit, and pre-paid or gift card payments. There's no fee for payments by electronic check, but if the check bounces, you’ll be charged $20.

Amount to Pay

The full tax and agency charges due for each property are displayed, but you can make a partial payment. Enter the amount that you want to pay in the box provided.

CityPay shows the amount due as of the Friday of the week you are paying. For semi-annual payers, this amount is higher than the bill. If you pay more than you owe, you will receive a credit of the excess amount you paid. You aren’t able to pay more than your total yearly tax amount and any agency charges that are due for each property. If you try to pay more, you’ll get an error message.

Proof of Payment

When you pay online and your payment goes through, you'll get a payment receipt screen, and if you provided an email address you'll also get a confirmation email. Make sure to print both for your records as proof of payment.

The payment confirmation page shows:

  • Your confirmation number
  • Each item you paid
  • How much you paid
  • A note that the service fee is non-refundable
  • A note that you have received provisional credit for your payment

The confirmation email will be from noreply@link2gov.com. If you don't see the email, check your Junk or Spam folder.

Credit and debit card payments over $100,000 and e-check payments over $1 million will be split into smaller amounts for processing and will appear on the statement as multiple items.

Processing and Post Date

After you complete your online transaction, you have received provisional credit for your payment. When your bank or credit union confirms the money is available, you will be given full credit for having made your payment on the date you clicked the “Process Payment” button.

Online payments are processed at 6 PM daily but may take 2 or more business days to show up in the system. After the 6 PM processing time, if you search for a bill you paid earlier the same day, an “Invoice Not Found” message will appear.

Once a payment posts, the date when you clicked the “Process Payment” button will be posted as your payment date. Payments will post within 2 or more business days.

You can pay your property taxes with your checking or savings account through Electronic Funds Transfer (EFT). EFT transfers funds from your bank account to the Department of Finance’s bank account. There’s no service fee.

You can pay property taxes by EFT in three ways:

  1. Make a one-time manual payment through NYCePay. Registration is required.
  2. Set up an automatic withdrawal through your bank or bill pay service’s website.
  3. Set up an automatic withdrawal from your bank account by DOF.

You’re required by law to pay using EFT if you are:

  • A taxpayer who owns one or more properties that have a combined annual property tax amount of $300,000 or more, OR
  • A mortgage escrow agent or bank responsible for paying by EFT if the annual property tax amount for all accounts is a combined total of $300,000 or more.

If you are required to pay by EFT, any single payment, even if it is less than $300,000, must be by EFT.

Funds from your bank account will be transferred to DOF’s bank account with Wells Fargo.

One-Time Manual Payment

Auto Pay with Your Bank

You can set up an auto payment of your property tax from your bank account through a bank or bill pay website.

To set up auto pay:

  1. Log in to your account
  2. Add "NYC Department of Finance" as a new payee. Include DOF’s phone number (212) 291-4085 and zip code 07101. 
  3. Enter your billing address and Borough-Block-Lot (BBL) number. Your billing address and BBL are on your property tax bill.

After you’ve added DOF as a payee, you can then schedule your online property tax bill payments using your checking or savings account.

Payments made through your bank account may take up to 3 weeks to be processed.

Auto Pay with DOF Withdrawal

You can set up automatic payment of your property taxes from your bank account by allowing DOF to automatically withdraw the amounts due from your savings or checking account every property tax payment period.

You can only use a bank account; you cannot use a credit or debit card.

The Department of Finance (DOF) has begun a pilot program to accept payments for property taxes and other related charges over the phone.

You can make a payment by e-check, EFT or credit/debit card (credit cards have a 2% service fee).

Processing and Post Date

After you complete your phone transaction, you have received provisional credit for your payment. When your bank or credit union confirms the money is available, you will be given full credit for having made your payment on the date you paid by phone.

Phone payments are processed at 6 PM daily but may take 2 or more business days to show up in the system. After the 6 PM processing time, if you search for a bill you paid earlier the same day, an "Invoice Not Found" message will appear.

Once a payment posts, the date  you paid by will be posted as your payment date. Payments will post within 2 or more business days.

If you provide an email address or cell phone number you will get a receipt emailed or texted to you with a confirmation number. If you do not provide an email address or cell phone number you will get a receipt by mail in about 2 weeks.

You can mail your property tax payment.

Along with your payment, include the coupon that was on your property tax bill. Write the amount you’re paying in the box in the coupon.

You don’t have to pay the total amount due all at once. If you don't pay the total amount due, your payment will be applied to the oldest charges to minimize the amount of interest owed, unless you specify the charges you want to pay. To specify, write the charges' description, date, and amount in the upper part of the coupon.

Payment Methods

You can pay by mail using a check or money order. Cash is not accepted by mail.

Paying by check automatically authorizes the Department of Finance to either:

  • Use information from your check as a one-time Electronic Funds Transfer from your account (you cannot opt out of it or get your check back); or
  • Process your payment as a check transaction.

Make your check or money order payable to the NYC Department of Finance. Write your Borough-Block-Lot (BBL) number on the check for faster processing.

Proof of Payment

The canceled check or your bank statement will be your receipt. The postmark on your envelope determines if you have met the due date.

Processing and Post Date

It will take longer to process the payment if you don’t include the coupon with your tax bill or you don’t write the BBL on your check or money order. The payment will be processed in:

  • 3 to 5 business days if you write your BBL on your check or money order and include the coupon from your property tax bill
  • 3 to 5 weeks if you don't include the coupon, or if you don't write your BBL on your check or money order

Do not put a stop payment on your check during this time. If you do, not only will you be charged interest by your bank for the stop payment, but you will also be charged a $20 fee by DOF and and possibly a late payment fee and interest until the balance is paid.

All centers are open Monday through Friday, 8:30 AM to 4:30 PM. No appointment is necessary, however you can schedule an appointment to ensure social distancing at the centers.

If you are paying by check or money order, it will take longer to process the payment if you don’t include the coupon with your tax bill or you don’t write the Borough-Block-and-Lot (BBL) number on your check or money order.

The payment will be processed in:

  • 3 to 5 business days if you write your BBL on your check or money order and include the coupon from your property tax bill
  • 3 to 5 weeks if you do not include the coupon, or if you do not write your BBL on your check or money order

Do not put a stop payment on your check during this time. If you do, not only will you be charged interest by your bank for the stop payment, but you will also be charged a $20 fee by DOF and and possibly a late payment fee and interest until the balance is paid.

You can schedule property tax payments through your bank’s website or online bill pay site, or you can apply to have the City automatically withdraw the amount due from your account every property tax pay period. You will continue to receive property tax bills after signing up for automatic payment.

Auto Pay with Your Bank

You can set up an auto payment of your property tax from your bank account through a bank or bill pay website.

To set up auto pay:

  1. Log in to your account
  2. Add "NYC Department of Finance" as a new payee. Include DOF’s phone number (212) 291-4085 and zip code 07101.

Payment Plans

If you have overdue property taxes, you may be eligible to set up a payment plan, so you can pay what you owe in installments instead of all at once.

With a DOF payment agreement, you make quarterly or monthly payments over a period of time ranging from 1 to 10 years. You don’t have to make a down payment. You must continue to make payments on your current property taxes.

Military Service Member Debt Relief

If you are an active member of the military (or a representative of one), you can request relief from property tax debt.

Debt relief is provided under the Soldiers' and Sailors' Civil Relief Act.

To be eligible, you must be one of the following:

  • An active member of the military
  • A reservist ordered to report for induction or for military service
  • A service member's spouse or registered domestic partner
  • A service member's dependent, such as an unmarried child under the age of 18, an unmarried child and full-time student between ages 18 to 23, or others for whom the service member provided at least 50% of their support for 180 days before the date of the application.

Although the City may contract with some vendors, DOF doesn't approve or authorize any external applications, services, or websites that make payments on your behalf.
