A Place of Assembly space is where large groups of people gather for an activity. A business owner or owner's representative can schedule a Place of Assembly or Temporary Place of Assembly inspection in order to get a Place of Assembly or Temporary Place of Assembly permit.

By law, the City requires a Place of Assembly Certificate of Operation for all locations where the Certificate of Occupancy shows that:

  • 75 or more people may gather indoors, or
  • 200 or more may gather outdoors, for religious, recreational, educational, political, or social purposes.

To request an inspection, contact the Fire Department at LPPA@fdny.nyc.gov.

Both the Department of Buildings (DOB) and the Fire Department (FDNY) oversee the Place of Assembly permit process.

The DOB enforces the Building Code and conducts all reviews and inspections for the initial issuance of a Place of Assembly Certificate.

The FDNY is responsible for all reviews and inspections to ensure Fire Code compliance for the renewal of a Place of Assembly Certificate.

You can request an inspection once your Public Assembly plans have been approved by the DOB. It takes about three business days to schedule an inspection once the request is received.

At the inspection, you must have:

  • A representative to allow inspectors entry
  • Required documents
