You can file a complaint about home heating oil businesses in New York City.

Complaints can include: 

  • Illegal credit terms
  • Improper contracts and contract disputes
  • Improper receipts
  • Incomplete oil delivery
  • Missing or expired Department of Consumer Affairs (DCA) seal

Home heating oil dealers that serve New York City residents cannot impose credit terms more strict than those in effect during the 1978-79 heating season, unless the dealer can show that their supplier or creditor has imposed similar restrictions.

DCA inspects home heating oil delivery trucks to confirm the accuracy of the truck's meters and air eliminator devices to ensure that consumers are not charged for oil they did not receive. After an inspection, DCA places an official seal on the meter and a sticker on the back of the truck to indicate it passed inspection.

The Department of Consumer and Worker Protection does not accept reports of rude employee behavior. You should report this type of complaint to the business.
