Responders and survivors can get eligibility applications for the World Trade Center Health Program.  The program provides free and confidential medical and mental health monitoring and treatment for World Trade Center covered illnesses. It also offers social work services and benefits counseling. 

Responders include workers and volunteers who participated in rescue, recovery, restoration of essential services, debris clean up, demolition, security or site monitoring, and other vital support services in the wake of the terrorist attacks on the World Trade Center (WTC). 

Survivors include local residents and workers, City employees and volunteers, people exposed to the initial dust cloud, and people involved in debris removal and clean up.

The World Trade Center Health Program offers services in the following locations:

  • Manhattan
  • Queens 
  • Long Island (Suffolk and Nassau County)
  • New Jersey
  • Staten Island
  • Hudson Valley

You can make arrangements to get services outside of the immediate New York City area. Program services are offered in English, Spanish, and Polish. You can also make arrangements to get help in any other language.

The World Trade Center Environmental Health Center will provide health services at no out-of-pocket cost to individuals who were exposed to World Trade Center dust or fumes, including:

  • Local residents and workers
  • City employees and volunteers
  • Individuals exposed to the initial dust cloud
  • Individuals involved in debris removal and clean-up

Services include evaluation for World Trade Center associated symptoms, and medical and mental health treatment. Treatment is available in multiple languages, and it is provided at three locations:

  • Bellevue Hospital (Manhattan)
  • Gouverneur Healthcare Services (Manhattan) 
  • Elmhurst Hospital Center (Queens)
